One that has been used more often than ever over the past fiveyears is to send inspection teams to ensure that policies transmitsmoothly from the very top to the public.


State Council inspection teams have just returned from checkingwhether local governments were following cabinet orders to cut redtape, lower administrative cost for businesses and provideincentives to start-ups, among others.


Inspectors visited companies, communities and city halls, andheld talks with entrepreneurs, researchers and lower-rankingcadres. Hotlines were set up to hear anonymous complaints.


In Jilin Province, inspectors learned from a leasing firm'sfinancial executive that start-up companies need permission fromthe People's Bank of China before they can open a bank account.


The 15-day process is time-consuming as many other businessapprovals have been abandoned or are moving much faster.


Gao Yong, a mid-level inspector with the Ministry of LandResources, consulted the local branch of the People's Bank ofChina.


"When we realized that the local government couldn't solve theproblem, we decided to take it to the State Council," Gao said.


The State Council will investigate the issue at the nationallevel and find out it if necessary, Gao said.


The inspectors also made a surprise visit to the county ofLishu, for example, following the complain from a member of thepublic about fees. While they were there, they met localentrepreneurs and listened to their difficulties in gettingloans.


"Reform has entered a critical period. Inspections ensure thatpolicies are enforced," said You Jun, head of the Jilin inspectionteam.


Jiang Chunli, the boss of a food trading company in Lishu, wasone of those the team spoke to.


He said the top-down inspection by the State Council would helpleading officials understand how their policies were working andhear the "real voices" of those at the sharp end.


Inspectors found plenty of problems.


A steel-maker in Hunan Province was found to be still churningout steel bars, flagrantly flouting a production ban, while manyfactories nationwide had been ordered to close for making inferiorproducts.


The Hunan factory has now been closed and some officials havebeen sacked.


To give the inspection teeth, the State Council has promisedextra commendations and resources -- funds, projects and land --for local governments that are doing well.


The State Council launched this kind of inspection in 2014,following the long-standing practice of the Communist Party ofChina Central Commission for Discipline Inspection (CCDI). Corruptofficials now live in fear and tremble in front of the disciplineagency.


Since late 2012, there have been twelve rounds of CCDIinspection. All entities -- Party and government departments,state-owned enterprises, central financial institutions andcentrally-administered universities -- have been put underdisciplinary microscope.


The high-frequency of inspection shows one aspect of therelentless anti-graft campaign. In the past five years, 50 percentof investigations into central officials came through the findingsof CCDI inspectors.


Environmental inspectors are also making the headlines.


They have pursued businesses and entities which breakenvironmental laws, strengthening otherwise weak localenvironmental protection agencies.


The inspection system has proven effective in preventing graftand in protecting the environment, and is expected to be used moreextensively. Enditem




MOSCOW, June 17 (Xinhua) -- The Russian Sports Ministry said Friday that it was disappointed at the decision of the International Association of Athletics Federations (IAAF) to retain suspension of the membership of All-Russia Athletic Federation (ARAF).


The ministry said it is "extremely disappointed" at this decision, which means the country's track and field athletes will be unable to participate in this summer's Olympic Games in Rio de Janeiro.

State-owned enterprises, including China Mobile, Petro China, and People’s Insurance Company of China (PICC), have activated emergency responses after a 7.0-magnitude earthquake struck southwest China's Sichuan Province on Tuesday.


China Mobile restored service for 3,682 overdue phones in 20 minutes after the quake. It also set up areas to provide free phones and battery charging services, as well as a 247 hotline, 10086, to help people find lost relatives.


Petro China transported more than 300 tons of fuel to 11 quake-hit gas stations to ensure the running of rescue vehicles. The more than 500 tons of fuel already at these stations can sustain rescue operations for two days.


PICC will simplify claims procedures and prioritize cases of quake victims. It also canceled restrictions on hospitals and medicines. Proactive claims would be provided in advance for deaths announced by government, even without a death certificate.


The earthquake hit a sparsely populated area 200 km (120 miles) west-northwest of the city of Guangyuan at a depth of 20 km close to the Jiuzhaigou nature reserve, a famous tourist destination.
